You need a criminal who is physically able to commit the crime. And he needs the opportunity. And when a business does not provide adequate security, they give the criminal an opportunity to commit the crime. Businesses have an obligation to provide security for their customers, for other people lawfully on the premises. When they fail in that obligation, someone is hurt or even killed on their premises; they may bear some responsibility for that. In some instances, depending on the level of violence at an establishment or in the area, maybe it is enough just to have a bouncer or a security guard. In other instances you may need people in the parking lot. You may need metal detectors.
